Not quite sure what you're looking to do.
Photoshop doesn't work with videos. (ie: you can't import a video into Photoshop and place it in your .psd document)
If you're trying to have a video that plays overtop of your graphic for the web, what I would suggest is creating the image you want in Photoshop, then the SIMPLEST way would be to "Save for Web and Devices...", take the .jpg or .gif into something like Dreamweaver (or another web design application) and just set your image as the background and embed the video in the main content.
Your other option would be to create an Animated GIF, which isn't so much a "video" as it is a series of images played back to back real fast. (I guess that's technically what a video is, but you get the idea.

It'd be more like a flip-book.)
You can use ImageReady for that (if you already have Photoshop, you have ImageReady). There may actually be a way to do it within PS itself, but I've never tried.
